In an opinion-editorial (Detroit
Free Press, 1/28/02), Carl Levin, U.S. Senator (D-Mich) and Chairman
of the Senate Armed Services Committee stated that he recommended
three military priorities to the Bush Administration. The first
and most important was to ensure that the US armed forces possess
the resources and capabilities to win the war against terrorism.
The second priority was for the US to build on the existing cooperation
with allies.
The last priority dealt
with a reorganization of the armed forces to better counter future
unconventional attacks against the homeland. The logic behind the
third priority is the US is engaged in a different type of war
from that fought in the past. And as such, the US needs "to
think out of the box" with regard to new weapons and strategies.
For some time, I have argued for the need of a military 40-caliber
cartridge -- first for anti-personal sniping beyond

1000 yards and secondly as a
cartridge for the general purpose machine gun. Current military
anti-personnel sniping is limited to 1000 yards -- if that far.
Tactics do not exist for anti-personnel sniping beyond 1000 yards;
instead, anti-personnel targets in the 1000- to 3000-yard ranges
are approached by artillery, mortar, Bradley/Pihranna 25mm or armed
aircraft.
