This is a low-powered variable that had its original purpose as a "big game" scope, but has evolved into a choice optic for "3-gun" competition and certain other shoots where speed and accuracy are vital. The "CQB" reticle, originally designed by Ed Verdugo (owner of GRSC), is a clever design that is very fast and functional. While I can give you the basics, Ed is the best source of the nuances of the reticle. In a nutshell, it was designed from the ground up as a fast combat ranging reticle utilizing the average size of a man's head (10 MOA) as the basis for range estimation and engagement. Turns out, the reticle also works very well for "speed" type shooting at short and medium ranges.
This scope is very popular with the AR-15 crowd and has actually been on the winner's gun in the North Carolina "3-gun" competiton.
Very nice glass in this scope.
A little pricey, IMO. But, very competitive with the ACOG.

Contact Scott Baerish of Liberty Optics, one of our vendors here on SP. He's the IOR guy. See what he can do ya on a price, I'm sure it will be less than the price listed on the site.
You won't be disappointed with an IOR. I just got my first one. I can't believe I only heard about this company a few years ago. Some of the best glass I have ever looked through, puts my old Leupold 6.5-20x50 LR/T to shame! Give them a try and you'll never look back.

To my knowledge the 1.1-4 is not offered with tactical turrets, because it is designed to be sighted in, and then be zeroed for close ranges - with the reticle providing any holdovers for longer ranges. However, I will inquire about their availability.
