The sleeving that you are talking about has customarily done by benchrest shooters of the short range (to 200 yards) and the 1000 yard benchrest club. Some members of the Fifty Caliber Shooter's Association have done it also, but the 50 actions have all been designed NOT to need additional sleeving.

The sleeve is either aluminum or steel and is intended to do as you mention, make the action more rigid. There are also a couple of other variations on that theme. A better method, in my opinion is to take the action OUT OF THE PICTURE by barrel blocking, or using a block of aluminum, usually about 1/4" thick, bonded to the barrel, just in front of the action for around 8-10 inches.

This block is then bolted into a V block in the forearm of the stock. That's how I have built them anyway. The action is then given total clearance so that it freefloats. The remaining barrel in front of the barrel block freefloats also, but much less of the barrel is left to vibrate and whip.

Tactical guns have never had the application of an action sleeve used, except maybe by a custom shop or two. There really is no need, as today's actions are plenty rigid enough for tactical application. I do believe though that the barrel should be bedded under the chamber area of the barrel for about 2.5" in addition to the action bedding. This helps in action rigidity and takes some of the load and stress off of the action when the gun is dropped or mishandled.

Sleeving the action does NOTHING for making the barrel stiffer. It is intended to stiffen the action only. The only two methods to make the barrel more rigid is by fluting or barrel blocking.

Personally, I would recommend contacting Mike Rock in Wisconsin for a .30 caliber barrel. Avoid getting the Remington barrel, they're hammer forged and nothing special, just a factory fatter barrel, that fouls alot. For an action, if you don't want to lay down 800 for a custom action, get a SAKO action and have it modified with the addition of an integral recoil lug and the top of the action remachined to removed the standard dovetail scope interface and go with a 1 piece bridge mount, a.k.a. Picatinny rail style.

Maybe contact H&S Precision about one of their very fine Series 2000 actions.
